I just downloaded a Sims 3 character for The Sims 3 and when I loaded and try to play as the character the sims 3 stopped working? What did i do wrong? do i need to download some files?How do you install The Sims 3 character mods?
It might be a glitch with the character you downloaded, or the character could be for a different update to the one you have. If you're not at the latest patch it's probably a good idea to update, and if you're already there it might be that your sim is for a previous patch. Either way, there's not a whole lot that you can do about it.
The other option is that the sim is in package format and you installed it incorrectly - although as far as I know, this doesn't end up doing what you're talking about. It's probably a good idea to check anyway. There's a guide at modthesims.

If it's a sims3pack format then you really can't go wrong with downloading it, so the character is simply flawed or not suited to your patch level.
