Why won't my Sims 3 Mods work?

I've read lots of guides, and i've got a folder called Mods in my sims 3 folder, and a folder called packages inside that one, and ive got resources.cfg saved in the Mods folder, but no matter which mods i try, none of them work. They all save properly in the packages folder but when i open the game nothing has changed..

I've checked and double checked and i cant work it :(

Please help? XWhy won't my Sims 3 Mods work?
I know you said you've done this, but I am going to go through step-by-step so we can rule out mistakes.

In the folder: Documents\Electronic Arts\The Sims 3

You should have made a folder called Mods

Inside this folder should be five more folders and the Resource.cfg (Capital R no s on the end)

The folders should be (spelling and capitalisation is important)

DCCache

Files

Packages

Probation

Test

Open the Resource file and make sure the contents of the file are as shown below:

Priority 501

DirectoryFiles Files/... autoupdate

Priority 500

PackedFile DCCache/*.dbc

PackedFile Packages/*.package

PackedFile Packages/*/*.package

PackedFile Packages/*/*/*.package

PackedFile Packages/*/*/*/*.package

PackedFile Packages/*/*/*/*/*.package

Priority 499

PackedFile Test/*.package

Priority -50

PackedFile Probation/*.package

Unless stated otherwise by the mod creator, all mod .package files should go in the Packages folder.

Once you have put your mods in the appropriate places delete the following files from the Documents\Electronic Arts\The Sims 3 folder.

CASPartCache

compositorCache

scriptCache

simCompositorCache

These are (as you can probably guess) the cached files that are used when you start the game, if you don't delete these the game may run the cached versions and ignore your new mods or custom content package files in the Mods folder.

Any time that you add a new file in the mods folder (or remove one) you should always delete those four files. Star your sims and your mods should now be working.

Always make sure that your mods are made for your current patch version of the game. Mods that are made for older games can damage your saved games if used. Why won't my Sims 3 Mods work?
I don't know if this will help but in sims 2 it asked you if you wanted to enable mod content I haven't got sims 3 personally but I wonder if it has any check boxes or anything that are the same or similar sometimes you can check them and it says you haven't if this is the case just restart the game and tick the boxes they should be permanently ticked...
