How do I get sims 3 mods from winrar to my game?

I don't know where to extract them to, or how to actually download them onto the game. Help?How do I get sims 3 mods from winrar to my game?

1.. Download: Click on the download link to save the archive file (zip, rar, or 7z) to your computer. Put it somewhere easy to find, like a folder on your Desktop. Make sure you read about the mods before you download anything.
2. Extract: Use WinRar to extract the custom content file(s) from inside the archive file..

3. Extract the file into My Documents %26gt; Electronic Arts %26gt; The Sims 3 %26gt; Mods %26gt; Packages. Make sure before you do this that you have made a folder called Mods, and inside of this called "Packages", and have downloaded the resource.cfg file from this link:
